Financing German energy networks: The evidence lenders need

Connect construction, revenue assumptions and financing conditions when preparing German heat and electricity network investments.

A network investment has an engineering plan. Its financing also needs an explanation of when spending produces dependable income and who carries the risks before then.

A shared process does not mean an identical risk model

Heat networks, electricity distribution, solar generation and batteries need different revenue and operating assumptions. Changing the industry label on a generic template does not make the analysis sector specific.

Use a common structure for evidence and decisions. Let the actual contracts, operating model and applicable framework determine the assumptions.

Connect construction milestones to cash

For each critical milestone, identify the supporting contract, the expected payment and what happens if the date slips. Record costs that continue during a delay and the point at which revenue can begin.

Then identify usable funding. A restricted reserve cannot automatically substitute for operating cash. Its purpose and release conditions need to be understood.

Separate contracts from forecasts

For material revenue assumptions, record their basis, duration, performance conditions and counterparty. Make forecast growth distinguishable from existing commitments.

Test slower-than-planned development. Technical completion does not necessarily mean that the base-case level of income starts immediately.

Prepare a reviewable package

Bring together the project scope and borrower, cost and procurement evidence, timetable, operating assumptions, revenue basis and proposed funding structure. Add specific delay and cost scenarios, each with an owner for the next question.
